Now a crossbench peer, Lord Kerr was formerly Permanent Under Secretary of the Foreign & Commonwealth Office and Britain’s Permanent Representative to the European Union. He played a central role in drafting Article 50 and spoke out in November 2017 to state that legally the UK could opt to reverse Brexit up to the moment we leave and the people have the right to change their minds if they want to.
